The dessert is named after Winston Churchill — locals say a Puntarenas vendor started calling it that because the piled-up ice reminded customers of the British leader's stout silhouette.
Shaved ice is layered with condensed milk, fruit syrup, powdered milk, and a scoop of ice cream, all mixed together with a spoon into a sweet, colorful slush. Vendors along Puntarenas' Paseo de los Turistas boardwalk sell them from carts in tall plastic cups.
Why it's made this way: The dessert was invented on Puntarenas' boardwalk and remains most identified with that stretch of beachfront, where vendors have sold it for decades.
