Because it's fried in butter rather than only sun-dried, okta can be eaten straight from a traveler's bag with no further cooking, even weeks after it was made.

Okta is camel meat that has been sun-dried, then deep-fried in butter and spices until it turns into a dense, long-lasting jerky. It's carried on journeys by herders moving livestock across Puntland's arid interior.

Why it's made this way: Puntland's economy still runs on camel herding and trade alongside its port, and okta reflects that hinterland as much as Bosaso's harbor reflects the sea — a preserved ration built for people and animals on the move.
