Cazón is baby shark, and the meat is shredded so finely and cooked so far down with tomato and onion that most first-time eaters never guess what fish they're actually tasting.

Corn dough is filled with shredded, well-seasoned baby shark stewed with tomato, onion, and sweet pepper, folded, and deep-fried until crisp. Street stalls throughout Cumaná and the eastern coast sell them hot for breakfast, often with a squeeze of lime.

Why it's made this way: Cumaná, founded in the early 1500s and one of the oldest Spanish cities in South America, sits on a coast with easy access to small sharks, and cazón empanadas are a signature of Sucre and the nearby island of Margarita.
