Cartagena's raspao carts still shave the ice by hand-cranking a block over a blade with old-fashioned manual machines, rather than switching to the electric shavers many other Latin American vendors now use.
A block of ice is shaved fine and packed into a cup, then soaked in one or several bright fruit syrups and a drizzle of condensed milk. Vendors push carts with the ice block bolted on top along Cartagena's beaches and plazas.
