Vendors shave the ice by drawing a hand-held metal scraper across the block, filling the cup with fine snow one stroke at a time.
A block of ice is shaved fine and packed into a cup, then soaked in one or several bright fruit syrups and a drizzle of condensed milk. Vendors push carts with the ice block bolted on top along Cartagena's beaches and plazas.
Why it's made this way: Bolívar's Caribbean heat makes shaved ice a constant boardwalk fixture, and Cartagena's tourist beaches turned the simple syrup-and-ice combination into a signature cooldown treat.
