In 1990 a study group of city employees noticed Utsunomiya households topped the national gyoza spending figures and turned that statistic into a tourism campaign, later adding a gyoza statue.
Pan-fried and boiled pork-and-vegetable dumplings served fast and cheap at small counter shops across Utsunomiya, many with takeaway windows, and at stalls during the city's annual gyoza festival.
Why it's made this way: Utsunomiya in Tochigi Prefecture led national household gyoza spending for 15 straight years to 2010 and built its identity on it, with a shop association formed in 1993 and a festival since 1999.
