Rivera and its Brazilian twin city, Santana do Livramento, share no border fence at all — a single street splits them, so this Brazilian snack crosses into Uruguay by simply walking across the road.
Small, chewy balls of cheese bread made with tapioca starch are baked fresh and sold hot from bakery counters and street carts throughout Rivera. They're eaten by the handful, still warm from the oven.
Why it's made this way: Rivera's open border with Brazil makes Brazilian street snacks like this one as common here as in any Brazilian border town, unlike the rest of Uruguay.
