The Wisconsin State Fair's Cream Puff Pavilion, run by the Wisconsin Bakers Association, sells roughly 400,000 cream puffs over the fair's eleven-day run.

A choux pastry shell is piled with fresh whipped cream and dusted with powdered sugar, served two-handed since the puff is nearly the size of a bun. The Wisconsin Bakers Association has baked and sold them at the Wisconsin State Fair since 1924.

Why it's made this way: Wisconsin's dairy abundance makes real whipped cream cheap enough to pack into a pastry this generously, and the state fair tradition turned it into a must-eat rather than a routine bakery item.
